Proposal Submission

Submission Deadline

RFPs must be submitted by 4 p.m. Jan. 20, 2022.

An electronic PDF version of Proposal must be uploaded and submitted through the EcoCAR website ( no later than 4:00 pm Eastern Standard Time (EST/ U.S.) on January 20, 2022.

Proposal Submission Process

The EcoCAR Proposal process is broken down into three sections:

1.) Administrative Proposal

2.) DEI Proposal

3.) University Letters of Support

For this section, universities should provide participation rational an abstract in 500 words or less. Details for subsections include:

1.) Interdisciplinary Focus:

Teams should summarize how their university will specifically enable interdisciplinary collaboration within the College of Engineering and throughout the appropriate areas within the university

2.) Team Personnel Plan:

Teams should describe their plan to establish a team leadership structure, support graduate students, recruit and retain students, and support the faculty members needed to be successful in the program.

3.) Additional University Support:

Teams should describe the support that will be provided by the university. If you cannot meet any portion of the minimum requirements stated in the RFP section D-2.1.4, please describe in detail what you can do to still be successful in the program.

4.) Prior Student Competition Experience:

Provide a table describing your school’s experience in conducting other major vehicle or engineering research or projects. If your university does not compete in additional vehicle competitions, explain how resources will be allocated to properly support the EcoCAR team.

5.) Facilities:

Teams should describe the facilities support provided by the university.

6.) Safety Process:

Teams should outline the safety processes that are currently in place or that will be implemented upon acceptance to EcoCAR.

7.) Fundraising and Outside Relationships:

Teams should provide a general budget and brief fundraising plan that describes any university support and existing local partnerships as well as how the team would engage new partners if accepted.

8.) Post-Selection Modeling On-Ramp Activities:

In an effort to enable success for the selected teams, the program will be holding various post-selection modeling on-ramp activities. Teams must identify at least two students who will be available to participate in this modeling exercise. The on-ramp will take take place between April-June, 2022.

For this section, universities should describe why your team should receive an invitation to participate in EcoCAR. Included the overall rational for participation, specifically pertaining to the outline DEI objectives of EcoCAR and how the goals and objectives will be met in an abstract of 500 words or less. Details for subsections include:

  1. DEI Proposal
  2. Summary and Discretionary Factors
  3. Appendix

Universities are required to provide two letters of support:

  1. The first letter of support is to be signed by the Dean of Engineering or another senior university administrator, agreeing to meet the minimum requirements outlined in section D-4 and C-2 of the RFP PDF. This letter should be limited to no more than two pages.
  2. The second letter of support should be signed by the Dean of Diversity, Equity & Inclusion, Chief DEI Officer, or a comparable position and should emphasize the university’s support and commitment to the team’s DEI Proposal described in section D-3 of the RFP, as well as matching funding or administrative support provided by the university to assist the team in the implementation of their DEI Plan through the four-year program. This letter should be limited to no more than two pages.
